Network troubles in China

Both flickr.com and shanghaidiaries.com are slow to load for some in Shanghai, China. Both are suffering from severe packet loss in the same place on the network.
I sent the following emails to the admin for the China Telecom (in Chinese and English) as well as Sprint SprintLink.

Admin:
I am US based web hosting provider and one of my clients is based in
Shanghai, China. Over the course of the last few months, my client has
experienced slow load times and high packet loss when he attempts to
connect to the server. My datacenter has verified that packet loss is
not in their network.
They performed the following mtr traceroute from the datacenter to
client’s ip and it revealed significant packet loss on your network.
Can you please look into this? I have attached the mtr traceroute
below. If you need any additional information, please do not hesitate
to let me know. Thanks.
The server is based in Lansing, Michigan, United States
(host.hirefrank.com – 209.59.137.186)
My client’s ip address is 218.1.0.237.

I received the following email from Sprint. The China Telecom admin hasn’t responded.

Greetings,
We have investigated this issue and have determined that the problem is
not on the Sprintlink network. The problem exists on another providers
network that we do not manage.
For more information regarding this issue, you should contact the owner of
the IP address or URL that you are trying to reach.
To find the owner of an IP address please refer to
http://www.arin.net/ (Domestic IP addresses)
http://www.ripe.net/ (European IP addresses)
http://www.apnic.net/ (Asian Pacific IP addresses)
To find the owner of a URL please refer to
http://www.netsol.com/cgi-bin/whois/whois.
Sprint may also handle DNS for the IP address between Sprint and the
customer. This means that you may see a router that ends in
"sprintlink.net" but is not managed by Sprint.
